The Standing Committees of the Jacksonville City Council meet the first and third week of each month in the Council Chamber, 1st Floor, City Hall at St. James, 117 W. Duval St. The Special Committees, Boards and Commissions meet as noticed.
Charter Revision Commission
Chapter 17, Municipal Ordinance Code
The Commission shall make recommendations to the Council and the member of the Legislature representing Duval County concerning those provisions in the Charter and other special acts of the Legislature affecting the Consolidated City of Jacksonville. In making its recommendations, the Commission shall consider whatever factors are relevant to the establishment of a relationship between the state and local units of government in the Consolidated City of Jacksonville and which are best calculated to fulfill the needs of the citizens of the Consolidated City of Jacksonville.
The Commission shall, within eight months from the date of its first meeting, present to the Council any recommendations for amendment to the Charter. After the presentation to the Council, the memberships, duties, and powers of that appointed Commission shall cease.

Jacksonville Waterways Commission
The Jacksonville Waterways Commission was established in 1984 to study and make recommendations to the City Council with respect to the improvement, development and protection of the St. Johns River and all tidal waters in Duval County. The Commission is charged to formulate an overall plan for dealing with any problems that exist the St. Johns River and Duval County tidal waters and devise methods of developing future uses of those waterways.
The Commission serves as the Duval County committee to review rules proposed by the Florida Fish and Wildlife Conservation Commission governing speed and operation of motorboats to protect manatees. And acts as a coordinating agency and specialized advisor for governmental units and for programs and activities affecting the improvement, development and protection of the St. Johns River and all tidal waters in Duval County.
In the course of its work, the Commission conducts research, collects and analyzes data and prepares maps and charts.

Value Adjustment Board
The Value Adjustment Board (VAB) reviews appeals from decisions made by the Duval County Property Appraiser. VAB jurisdiction includes appeals of property value assessments, exemption denials, agricultural (greenbelt) classification denials, and portability appeals, among others.
The VAB for Duval County consists of five members: two are members of the Jacksonville City Council, one of whom shall be the chairperson, one is a member of the Duval County School Board, and two are citizen members, appointed one each by the Jacksonville City Council and the Duval County School Board. For a list of current members of the VAB click VAB Members. As a quasi-judicial body, this board is not allowed to discuss matters pending before them outside of public hearings and noticed meetings.
To file an appeal, obtain a petition from the Property Appraiser's Office (231 E. Forsyth Street), or you may obtain form DR-486A (Real Property) or DR-486T (Tangible Personal Property) from the Florida Department of Revenue or online at VAB forms.
Complete the petition and then file it with the Clerk of the VAB, along with your non-refundable filing fee of up to $15.00. Homeowners who timely appeal a homestead exemption denial, and persons with appropriate certificate or other documentation issued by the Department of Children and Family Services, will be exempted from paying a filing fee.
